Blue Shield asked to explain its rate hikes

A state regulator wants Blue Shield of California to explain why some 70,000 policyholders received a cumulative rate increase averaging 37.5 percent beginning Jan. 1.

In a letter dated Monday, the state Department of Managed Health Care asked the San Francisco insurance company to explain why a combined increase of 18.8 percent on Jan. 1 and 15.8 percent 0n Oct. 1 was not “unreasonable.” The regulator asked for the insurer to respond within seven business days.
