Bill sets up health plan for low-income residents

California would set up a basic health insurance plan for low-income residents under a bill approved by the state Senate.

The bill by Democratic Sen. Ed Hernandez of Baldwin Park applies to those with incomes of up to 200 percent of the federal poverty level, which is $10,890 for an individual and $22,350 for a family of four.

Advocates say health insurance could be purchased for as little as $30 a month under the program and that more than 723,000 people might enroll.
