Almost 18 percent of the 1.9 million residents in the four-county Sacramento region were uninsured in all or part of 2009, a new report concludes. A total of 337,616 people — 17.6 percent of the local population — were uninsured last year, according to a fact sheet released Monday by the UCLA Center for Health Policy Research. The local figure is below the statewide average of 24.3 percent. Three counties topped 30 percent: Shasta was 32.7 percent, Madera, 322 percent, and Imperial, 30.6 percent.
