Overview

CHPAC donors made a difference this year.
Every contribution allowed the California Hospital Association Political Action Committee (CHPAC) to work on hospitals’ behalf by supporting candidates who understood the important issues impacting access to health care services and quality of care. Without you, hospitals will lose experienced policy experts and health care champions in Congress and in our state legislature.

Brandon Castillo
Political Strategist and Campaign Manager

Brandon Castillo has been active in the public affairs arena for more than 20 years. He is a seasoned political strategist and campaign manager directing hundreds of successful ballot initiative and public affairs campaigns.
Mr. Castillo is one of the state’s leading ballot proposition campaign strategists with a 95% win rate managing statewide ballot measure campaigns. He also specializes in developing and implementing legislative and regulatory issue campaigns, issue advertising, communications, public affairs, digital advocacy, third-party ally recruitment and crisis management.

Carmela Coyle
President & CEO
California Hospital Association

Previously, Ms. Coyle led the Maryland Hospital Association for nine years, where she played a leading role in reframing the hospital payment system in Maryland and moving to a value-based methodology. Prior to 2008, she spent 20 years in senior policy positions with the American Hospital Association (AHA), including 11 years as the senior vice president of policy, where she served as a national media spokesperson and led AHA’s policy development and strategy planning activities. Earlier in her career, she worked for the Congressional Budget Office in Washington, D.C., advising members of Congress and their staff on the economic and budgetary implications of legislative policy.

Mike Madrid
Political Consultant

For nearly two decades, Mike Madrid has been changing the outcomes of political campaigns throughout the country. His active involvement in local, state, and federal races has helped him to develop a keen insight into the successful characteristics of winning campaigns. Since 2000, Madrid has also developed an expertise in local governments in California. He served as the public affairs director to the League of California Cities and as a strategic adviser to the California Redevelopment Association. In that role, he was instrumental in the passage of Proposition 1A (The Local Taxpayer Protection Act), a historic achievement that constitutionally protected local government revenues from state raids. The measure received 84% of the vote—one of the highest percentages in California history. He was also a key adviser in the defeat of Proposition 90 (The Taxpayer Trap), No on Prop 98, Yes on Prop 99, and Yes on Prop 22.

Kathryn Austin Scott
Senior Vice President, State Relations and Advocacy
California Hospital Association

Kathryn Austin Scott is the senior vice president for state relations and advocacy, serving as the association’s head lobbyist in Sacramento and directing the California lobbying team. Ms. Scott has over 20 years of experience in public policy and has served as a contract lobbyist to CHA for 15 years. She has also represented the United Hospital Association and the District Hospital Leadership Forum among other health care and non-health care clients
