State Operations Manual Revised to Reflect Critical Access Hospital CoP Updates

The Centers for Medicare & Medicaid Services (CMS) has issued the attached survey and certification letter revising Appendix W of the State Operations Manual to reflect updated conditions of participation (CoPs) for critical access hospitals (CAHs). The letter codifies and clarifies regulations issued in August 2013 and May 2014 revising the CAH CoPs related to inpatient acute care services, as well as the responsibilities of doctors of medicine (MDs) and doctors of osteopathy (DOs) related to inpatient admissions. CHA urges CAHs to review the updated manual and ensure their internal policies are consistent with the guidance. Specifically, CHA reminds hospitals the non-enforcement period of the CMS two-midnight policy will end March 31. CAHs are encouraged to look closely at their current practices related to CMS inpatient admission criteria and take steps to ensure compliance with the CMS two-midnight policy and the COPs.
