Plan and Timeline Released for Healthy Families Transition

The Department of Health Care Services (DHCS) has provided details of a transition plan to move 863,000 children from the Healthy Families program into Medi-Cal. The transition is pursuant to a provision included in the current state budget that aims to save $13 million in the 2012-13 state fiscal year and $73 million in each subsequent year. Federal approval is required prior to the shift; therefore, the first group of children is not expected to transition until Jan. 2, 2013, followed by additional groups in March, April and August. Stakeholders have raised concerns about network adequacy and the ongoing monitoring of the transition. DHCS intends to work with Medi-Cal managed care plans and the Department of Managed Health Care to assess plan readiness and network adequacy to determine which plans are most ready to accept transitioning children. The transition plan addresses legislative requirements; operational steps, timelines, and key milestones necessary for a successful transition; methods and processes for stakeholder input; administrative components; changes to the delivery systems; and the process for obtaining federal approval. The plan is available on the DHCS website at
