New Law Allows Hospitals to Provide Patient-Identifiable Information to EMSAs

Gov. Brown has signed AB 503 (Rodguez, D-Pomona), a CHA-sponsored bill permitting hospitals to provide patient-identifiable information to the state Emergency Medical Services Authority and Local Emergency Medical Services Agencies for quality assessment and performance improvement (QAPI) purposes. Effective Jan. 1, 2016, the law also allows hospitals to provide patient-identifiable information to emergency services providers, such as ambulance companies, about patients they have in common for QAPI. These disclosures were already permitted by the Health Insurance Portability and Accountability Act but were not clearly permitted by state law. The disclosures are optional, not required. The new law does not affect the law permitting disclosures for the purposes of diagnosis and treatment of the patient, or for licensing and health oversight purposes.
