LAO Releases Recommendations for Implementing CCI

The California Legislative Analyst’s Office (LAO) recently issued a set of recommendations related to the state’s Coordinated Care Initiative (CCI) project. Authorized by the Legislature last year, the CCI is an eight-county pilot project to transition dually eligible individuals into managed care and integrate long-term care services and supports.Among the LAO’s recommendations is clarifying the project’s legal status so it can move forward toward implementation. While a finalized memorandum of understanding (MOU) with the federal Centers for Medicare & Medicaid Services is expected soon, the LAO reports that, without the MOU, there is some uncertainty around the program’s successful implementation. The analysis also finds that, because the Governor’s budget delays CCI implementation until Sept. 1, the 2013-14 savings from the program will be less than anticipated. Finally, the LAO recommends the complete integration of In-Home Supportive Services in the third year of CCI in order to test it as a managed care benefit. To read the full LAO report, visit
