LAO Recommends Greater State Role in Medi-Cal Expansion

The Legislative Analyst’s Office (LAO) yesterday issued a report examining state and county roles in the Medi-Cal expansion and recommending that the state assume responsibility for covering more than 1 million low-income adults who are currently ineligible. Under the Affordable Care Act, the state has the option to expand its Medicaid program (known as Medi-Cal) to this newly eligible population. Currently counties have the fiscal and programmatic responsibility for the care of the low-income adult population that would be covered by the expansion, but the LAO report finds that the state may be in a better position to effectively deliver health services and estimates that fiscal savings to the state as a whole are likely to outweigh the cost of the expansion for at least a decade.
