House Ways and Means Committee Announces Medicare Extenders Package

The House Ways and Means Committee Chairman Kevin Brady (R-TX) and Ranking Member Richard Neal (D-MA) today announced a bipartisan agreement on Medicare extenders (policies that expire unless Congress acts). Among other provisions, the legislation includes:

  • A two-year straight extension of the Medicare Dependent Hospital Program and the Low-Volume Adjustment Program
  • A five-year straight extension of the home health rural add-on
  • A permanent extension of the exceptions process that allows patients to exceed Medicare therapy caps

The legislation would be fully offset by additional provisions to pay for the cost of extending the programs. CHA is currently reviewing these provisions, which would include modifications to skilled-nursing facility and home health agency payments, as well as payment modifications for critical access hospital swing beds. The changes will be informed by recommendations from the Medicare Payment Advisory Commission and the Department of Health and Human Services Office of Inspector General. CHA will provide members with additional detail when the legislative text is released.
