HHS Releases Guidance on Medicaid Expansion, Exchanges, Other Market Reforms

In a recent letter to state governors, U.S. Health and Human Services Secretary Kathleen Sebelius advises that in order to qualify for 100 percent federal funding, states must fully expand Medicaid coverage to 133 percent of the Federal Poverty Level. She also says that if states choose to partially expand Medicaid programs, the regular federal matching rate will apply.

Sebelius enclosed a document from the Centers for Medicare & Medicaid Services that addresses frequently asked questions (FAQ) on various marketplace programs, including state exchanges, Medicaid expansion and market issues. The letter and the FAQ document are attached.
