HHS Finalizes EHB Data-Collection Standards

The Department of Health and Human Services has released a final rule establishing the data-collection standards that health plans must follow to determine whether they meet essential health benefit standards. The rule also establishes the first phase of a process for recognizing accrediting entities to certify qualified health plans. For phase one, the National Committee for Quality Assurance and the Utilization Review Accreditation Commission are recognized as accrediting entities on an interim basis. In addition, a criteria-based review process for phase two will be adopted in future rulemaking. The final rule is attached.
