Governor Calls for Special Session on Health Care Reform

Gov. Jerry Brown issued a proclamation yesterday calling for a special session of the Legislature to convene Jan. 28 “to continue the work of implementing the federal Patient Protection and Affordable Care Act.” In his proclamation, the Governor states he is asking lawmakers to consider and act on legislation to implement California’s private health coverage market, specifically the individual and small group plans related to guaranteed coverage, pre-existing condition exclusions and rating restrictions. The Governor also wants lawmakers to address Medi-Cal changes needed to implement federal law, including requirements for eligibility, enrollment and retention. In addition, he wants the Legislature to approve low-cost health coverage options within Covered California, for individuals who have incomes up to 200 percent of the federal poverty level.
