GAO Finds Low Participation in EHR Incentive Program

The U.S. Government Accountability Office (GAO) has released a report stating that nationwide only 16 percent of eligible hospitals received Medicare electronic health record (EHR) incentive payments in 2011. In California, between 15 percent and 20 percent of eligible hospitals received EHR incentive payments.

The GAO reports that of hospitals nationwide receiving incentive payments, 67 percent were in urban areas, 86 percent were acute-care hospitals and 46 percent were in the top third of hospitals with the highest number of beds.

Critical Access Hospitals were two times less likely than hospitals paid under the inpatient prospective payment system to receive payments. Payments to hospitals ranged from $22,300 to $4.4 million, with the median payment at $1.7 million. Beginning in 2015, hospitals that do not demonstrate meaningful use will be subject to payment reductions. The report is available at
