DHCS Requests Comments on Medi-Cal Managed Care Quality Strategy Report

The Department of Health Care Services has released the attached draft Medi-Cal Managed Care Quality Strategy Report, as required by the federal Medicaid managed care final rule. The report covers all Medi-Cal managed care delivery systems, including Medi-Cal managed care plans, county mental health plans, the Drug Medi-Cal Organized Delivery System and dental managed care plans. It also includes:

  • State-defined network adequacy standards
  • The state’s goals and objectives for continuous quality improvement and a description of the quality metrics, performance targets and performance improvement projects
  • Arrangements for annual, external independent reviews
  • A description of the state’s transition of care policy
  • The state’s plan to identify, evaluate and reduce health disparities
  • The state’s policies related to plan sanctions

Comments on the draft report should be submitted to by April 27. DHCS will submit a final version of the report to the Centers for Medicare & Medicaid Services by July 1. CHA is currently reviewing the report and encourages members to send feedback to Amber Kemp, vice president health care coverage, at by April 19.
