Covered California Open Enrollment Data Book Now Online
Includes regional and statewide data for Oct. 1, 2013 – April 15, 2014

Covered California has released a 2014 Open Enrollment Data Book for the period of Oct. 1, 2013 – April 15, 2014, including:

  • Data by rating region and statewide
    • Income Category by Service Channel
    • Health Insurance Issuer by Subsidy Status
    • Language Spoken by Subsidy Status
    • Language Written by Subsidy Status
    • Metal Level by Subsidy Status
  • Statewide only
    • Specific Ethnicity by Subsidy Status
    • Specific Race by Subsidy Status
    • Dental Enrollment
  • Certified Enrollment Entity/Counselor Data
    • Certified Enrollment Entity (CEE) Production
    • Certified Enrollment Counselor (CEC) Market Source
    • Certified Enrollment Counselors (CEC) Production by ID#
    • Certified Enrollment Counselors (CEC) Production by CEC Name

Covered California notes the following:

  • Covered California’s web portal serves as a single entry point to apply for Medi-Cal, as well as subsidies and tax credits, to purchase coverage from a qualified health plan. However, the data presented in the open enrollment data book do not include individuals enrolled in or eligible for Medi-Cal.
  • The data do not show a total column that sums the subsidized and unsubsidized population. In many cases, the two groups (subsidized and unsubsidized) differ in important ways. In analyzing Covered California’s enrollee population, it is important to assess each group separately given that many individuals who were not eligible for subsidies or tax credits purchased health insurance on the non-exchange market.
  • When relevant, Covered California references the California Simulation of Insurance Markets (CalSIM) version 1.91 as a comparison for Covered California’s open enrollment data. For many of the tables, however, CalSIM 1.91 does not provide a reference point. Furthermore, data from the U.S. Census Bureau do not provide useful comparisons because census data does not allow for analyses of the subsidy-eligible population.
