Covered California Meeting Tomorrow to Discuss Section 1332 Waiver

Covered California will host a public forum Feb. 23 from 8:30 a.m. to 12:30 p.m. (PT) to discuss the Affordable Care Act’s (ACA) Section 1332 state innovation waiver process. The meeting will be broadcast online. The attached agenda includes panel presentations on Section 1332 state innovation waiver opportunities and a market and coverage outlook. Covered California will accept public comment, and the session will conclude with a reaction panel. Additional information about the meeting is available on the Covered California website.

Section 1332 of the ACA permits a state to apply for a state innovation waiver to pursue innovative strategies for providing their residents with access to high-quality, affordable health insurance while retaining the basic protections of the ACA.

The renewable waivers, which will be available beginning Jan. 1, 2017, and are approved for five-year periods, allow states to implement innovative ways to provide access to quality health care that: 1) is at least as comprehensive and affordable as would be provided absent the waiver, 2) covers a comparable number of residents of the state as would be provided absent a waiver, and 3) does not increase the federal deficit. Covered California has partnered with the California Department of Health Care Services to engage stakeholders and the public about possible Section 1332 proposals.
