CMS Requests Early Input on LTCH Criteria Changes Slated for FFY 2016
Proposed rule issued yesterday

Yesterday, the Centers for Medicare & Medicaid Services (CMS) released the federal fiscal year (FFY) 2015 long-term care hospital (LTCH) prospective payment system (PPS) proposed rule. The proposed rule estimates that LTCH PPS payments will increase by 0.8 percent, or $44 million. As members may recall, the Pathway to SGR Reform establishes new LTCH patient criteria for adoption in FFY 2016; CMS is seeking comments on criteria implementation but makes no formal proposals. The proposed rule incorporates the legislation’s four-year moratorium on the full application of the 25 percent rule for most LTCHs, effective retroactive to the expiration of the previous delay. Finally, CMS is proposing revisions to the uninterrupted stay policy to align it with 30-day readmissions penalty programs. CHA will provide a more detailed summary specific to the LTCH PPS in the coming weeks. Comments are due June 30 at 2 p.m. (PT).
