CMS Releases Proposed Rule on Exchange Navigators

The Centers for Medicare & Medicaid Services released the attached proposed rule yesterday outlining standards for “navigators” in health insurance exchanges. Navigators are organizations that will provide assistance to consumers shopping in the exchanges by providing information about applying for eligibility and clarifying the distinctions among qualified health plans. Navigators cannot select a plan for their clients and do not determine whether customers are eligible for federal subsidies, nor can they be paid by insurance companies.
