CMS Issues SNF PPS Proposed Rule for FFY 2015

The Centers for Medicare & Medicaid Services (CMS) has issued the proposed rule for the skilled-nursing facility (SNF) prospective payment system for federal fiscal year (FFY) 2015. Overall, CMS estimates that payments to SNFs will increase by 2 percent, or approximately $750 million. The new rates will apply to services furnished to Medicare beneficiaries during FFY 2015, beginning with discharges on or after Oct. 1, 2014. CMS also proposes a revision to the current Change of Therapy (COT) Other Medicare Required Assessment (OMRA) that would permit providers to use the COT OMRA to reclassify patients into a therapy Resource Utilization Group (RUG) from a non-therapy RUG in certain circumstances. In addition, CMS is proposing the implementation of a revised wage index based on the newest Office of Management and Budget delineations by providing a one-year transition with a blended wage index in order to mitigate potential negative impacts.
