CMS Issues SNF PPS Final Rule

The Centers for Medicare & Medicaid Services (CMS) has issued the final rule for the skilled-nursing facility (SNF) prospective payment system for federal fiscal year (FFY) 2015. Provisions of the final rule take effect Oct. 1, 2014. Under the provisions of the SNF final rule, CMS estimates that payments to SNFs will increase by 2 percent. In addition to payment updates, CMS finalizes revisions to the Change of Therapy (COT) Other Medicare Required Assessment (OMRA), which is used to classify patients into a new resource utilization group (RUG) under certain circumstances. Additionally, the final rule clarifies statutory requirements for the use and approval of civil monetary penalties.

CHA will issue a detailed summary of the final rule in the coming weeks. A copy of the final rule, which will appear in the Federal Register in early August, is attached.
