CMS Issues Part Two of 2019 Medicare Advantage Advance Notice

The Centers for Medicare & Medicaid Services (CMS) last week issued part two of its annual advance notice of changes to Medicare Advantage and Part D payment policies for calendar year 2019. CMS estimates Medicare Advantage plans and Part D sponsors will see an average revenue increase of 1.84 percent, excluding an expected 3.1 percent increase in risk scores. CMS also proposes several changes to combat opioid overuse, including adding hard safety edits at the point-of-sale that limit supply to seven days. In December, CMS issued part one of its advance notice, which made changes to the risk adjustment model as required by the 21st Century Cures Act. Comments on parts one and two of the proposed advance notice, as well as the draft call letter, must be submitted by March 5.
