CMS Issues IRF FFY 2015 PPS Proposed Rule

The Centers for Medicare & Medicaid Services (CMS) has issued the attached proposed rule for the inpatient rehabilitation facility (IRF) prospective payment system for federal fiscal year (FFY) 2015. Overall, CMS estimates that payments to IRFs will increase 2.2 percent, or approximately $160 million. The new rates will apply to services furnished to Medicare beneficiaries during FFY 2015, beginning with discharges on or after Oct. 1, 2014.

CMS also proposes to add new items to the IRF Patient Assessment Instrument, requiring IRFs to record the amount and type (individual, group, etc.) in each therapy discipline, and to indicate that prior treatment and severity requirements have been met for patients with arthritis conditions. In addition, CMS proposes additional revisions to the comorbidity, impairment group code and etiologic portions of the presumptive compliance determination with the 60-percent rule.

CHA will issue a more detailed summary, including facility-specific DataSuite reports, of the proposed rule in the coming weeks. CHA will also work with members to develop comments, which are due by June 30.
