CMS Issues Home Health PPS Final Rule

The Centers for Medicare & Medicaid Services (CMS) has issued the final rule for the home health prospective payment system for calendar year 2015, with provisions to take effect Jan. 1, 2015. Under the final rule, including implementation of payment updates and the second year of a four-year rebasing, CMS estimates that payments to home health agencies will decrease 0.3 percent compared to 2014. CMS also finalizes a proposal, supported by CHA, to simplify requirements for the “face-to-face” physician certification process by eliminating the inclusion of a narrative in the physician’s certification in most cases. In addition, CMS will revise the schedule for therapy reassessments by requiring the reassessments to occur every 30 days.

CHA will issue a detailed summary of the final rule in the coming weeks. A copy of the final rule, which will appear in the Nov. 6 Federal Register, is attached.
