CMS Announces new IPF PPS Reporting Requirements
Data collection must begin Jan. 1, 2014 for certain measure, population

The Centers for Medicare & Medicaid Services (CMS) and its contractor, Telligen, have announced the fiscal year (FY) 2016 data-collection and reporting requirements for psychiatric hospital services reimbursed under the inpatient psychiatric facility prospective payment system (IPF PPS). While there are no new measures required for FY 2015, facilities must begin data collection for patients 18 and older who are discharged on or after Jan. 1, 2014, for the measure SUB-1 (alcohol use screening). Data must be reported to CMS between July 1 and Aug. 15, 2015, in order to assure a full payment update for FY 2016. 

Telligen also sent a notice to the inpatient psychiatric facility quality reporting (IPFQR) program listserv last week providing a key clarification on the SUB-1 measure. Under the IPFQR program, the initial population for free-standing psychiatric hospitals represents inpatients age 18 and older. For hospitals with distinct psychiatric units, the initial population represents inpatients age 18 years and older who are discharged from an IPF PPS-reimbursed distinct psychiatric unit.
