CHCF Releases Issue Brief on California, Counties Under ACA
Offers framework to assess leadership roles of the state and counties

The California HealthCare Foundation has released an issue brief titled California and Its Counties Under the ACA: A Leadership Framework, intended to help decision makers identify policy levers and options for monitoring and improving health care programs as they evolve. The issue brief, attached, offers policymakers and stakeholders a leadership framework to assess potential impacts of shifting responsibility for health programs and services between the state and local level, as well as highlights of state policy and Affordable Care Act (ACA) implementation activities most likely to affect counties. The report also explains application of the leadership framework to state and county roles in 2014, and what policymakers and stakeholders should watch for in key program areas affecting county health services as California moves toward full implementation of the ACA.
