CHBE Finalizes QHP Solicitation

The California Health Benefit Exchange (CHBE) Board has adopted selection criteria for qualified health plans (QHPs) and finalized the process for QHP solicitation. The selection process will consider quality, service and price for the consumer. CHBE hopes to offer a healthy mix of products in each region throughout the state and will strive to assure statewide coverage and recognize different local and regional markets. It is anticipated that preference will be given to bidders who include more Essential Community Providers in their provider networks, giving greater weight to QHPs that demonstrate commitment to serving the cultural, linguistic and health care needs of the low-income, uninsured population. CHBE is also encouraging QHPs to focus on innovations in health care delivery that emphasize quality initiatives, increase patient safety and promote care improvement through payment reforms. QHPs are encouraged to submit multi-year contract proposals. So far, 33 insurers and other organizations have expressed interest in participating in CHBE. The final QHP solicitation is attached.
