CHBE Board Reviews Efforts on Communication, Outreach and Enrollment

The California Health Benefit Exchange (CHBE) Board heard presentations from stakeholders on outreach and enrollment strategies during a meeting in Fresno last week. Each of the presenters indicated that a broad range of communication strategies is necessary to reach all segments of the uninsured population, including grassroots outreach, direct mail, social media and paid advertising. Presenters included Ogilvy Public Relations, which is providing communications support for CHBE’s outreach and education campaign; health plan enrollment experts Kaiser, Anthem and Blue Shield; and the former chief communications officer for the Massachusetts Health Connector, which has successfully enrolled participants in its state’s exchange.
