CHA Testifies at Joint Sunset Review Oversight Hearing
Hearing addressed recent Board of Registered Nursing audit

Yesterday, CHA testified at a Joint Sunset Review Oversight Hearing, held by the Assembly Business and Professions Committee and the Senate Business, Professions and Economic Development Committee. The hearing addressed the California State Auditor’s recent audit of the Board of Registered Nursing (BRN), as well as the board’s Supplemental Sunset Report. CHA’s testimony agreed with the numerous operational concerns documented in both reports. CHA also reiterated that the two biggest areas of stress for hospitals have been BreEZe system implementation and fingerprint reconciliation — both of which lead to extended registered nurse endorsement and renewal delays, forcing hospitals to backfill with costly supplemental staffing. CHA supported the auditor’s recommendations and urged the committees to allocate needed resources to the BRN; develop a visible stakeholder collaborative; support SB 799 (Hill, D-San Mateo), which would extend the BRN sunset date to 2022; and support the budget proposal to provide additional staffing resources.
