CHA Testifies at IRS Hearing Regarding Tax-Exempt Hospital Requirements
IRS urged to grant “deemed status” to California nonprofit hospitals

The Internal Revenue Service (IRS) held a hearing today regarding its proposed rule implementing requirements for tax-exempt hospitals under the Affordable Care Act. Alyssa Keefe, vice president federal regulatory affairs, testified on behalf of CHA. CHA noted that California nonprofit hospitals have carried out the principles of the proposed IRS rule in accordance with the state’s Hospital Community Benefit Program and Hospital Fair Pricing Policies laws for many years. To reduce the regulatory burden, CHA urged the IRS to grant “deemed status” to California nonprofit hospitals complying with state law requirements substantially similar to federal requirements. CHA also reiterated concerns raised in its comment letter on the proposed rule, which is available at www.calhospital.org/irs-nonprofit-hospital-proposed-comments.

A number of other stakeholders testified at the hearing, including representatives from the American Hospital Association, Minnesota Hospital Association, Healthcare Financial Management Association, Families USA, Hurton & Williams, University Hospitals Health System, National Health Law Program, Community Catalyst, and Verite Healthcare Consulting.
