CHA Submits Comments to OAL on Investment in Mental Health Wellness Grant Program

Earlier this year, the Governor signed SB 82 (Chapter 34, Statutes of 2013), the Investment in Mental Health Wellness Act of 2013. Among other things, the bill appropriates $500,000 from the General Fund to the California Health Facilities Financing Authority (CHFFA) to implement grant programs that support the development, capital, equipment acquisition, and applicable program startup or expansion costs to increase capacity for client assistance and services for individuals with mental health disorders.

On Nov. 14, CHFFA submitted to the Office of Administrative Law (OAL) its proposed emergency regulations to implement the new law authorizing these grant programs.

CHA has submitted a comment letter to the OAL identifying concerns with the proposed regulations and suggested revisions. CHA’s comment letter, the proposed regulations and a copy of SB 82 are attached.
