CHA Responds to Covered California RFI on Refreshing Contractual Expectations

Today, CHA submitted comments responding to Covered California’s request for information on contractual obligations for qualified health plans.

In the RFI, Covered California invites stakeholder feedback as it proposes revisions to contractual terms outlined in Attachment 7 to the 2017 Individual Market Qualified Health Plan (QHP) Issuer Contract: Quality, Network Management, Delivery System Standards and Improvement Strategy that will take effect in plan year 2021.

In the letter, CHA notes its commitment to achieving the triple aim of improved patient care, including higher quality and satisfaction, improved population health, and more affordable health care for our patients. Overall, CHA supports Covered California’s 13 proposed strategies, but urges it to implement the strategies in phases that would strategically drive improvement. CHA also provides feedback on strategies related to hospital care data, value-based networks, behavioral health and substance use disorder treatment, and pharmacy management.
