CDPH Issues AFL on Complaint Process

The California Department of Public Health (CDPH) has issued an All Facility Letter (AFL) to long-term care facilities (LTC), including distinct parts, regarding the federal complaint process and plans of correction (POCs). The Centers for Medicare & Medicaid Services requires CDPH, Licensing and Certification Program, to investigate all LTC facility complaints using the federal process. Complaint and facility-reported incident investigations will be initiated pursuant to federal protocols combined with the state citation process. In response to deficiency findings by state survey teams, the AFL also provides instructions that must be followed for each POC. For more information, see attached AFL 12-23.
