CBO Issues White Paper on Dual Eligibles

The Congressional Budget Office has released a new white paper focused on the national population of dual eligibles in 2009, the most recent year for which data is available. Titled “Dual-Eligible Beneficiaries of Medicare and Medicaid: Characteristics, Health Care Spending, and Evolving Policies,” the paper reports that 9 million people qualified as dual eligible in 2009, with about 75 percent of them receiving services through fee-for-service in both Medicare and Medicaid. Health spending on dual eligibles totaled $250 billion.  The CBO paper also examines patterns in Medicare and Medicaid spending on dual eligibles, as well as initiatives being explored to coordinate care and payment; challenges with integrating care; and potential legislative solutions.
