Basic Health Program Delayed Until 2015
CMS has prepared FAQ on the delay

The Centers for Medicare & Medicaid Services (CMS) has announced that the basic health program (BHP) will be an option for states in 2015 rather than in 2014 as originally projected. CMS has prepared the attached FAQ to answer questions about the delay. Under the Affordable Care Act, the BHP allows states to use federal tax subsidy dollars to offer subsidized coverage for individuals with incomes between 139 percent and 200 percent of the federal poverty level who would otherwise be eligible to purchase coverage through state health insurance exchanges.
