CHA Attends Exchange Board Meeting; Chair Elected, Strategic Vision Discussed

CHA attended the California Health Benefit Exchange Board meeting Aug. 23 and participated in discussions related to strategic visioning for the exchange design. At the meeting, interim Board Chair Diana Dooley was elected permanent chair. Dooley serves on the exchange board as an ex-officio member in her role as secretary of the Health and Human Services Agency. Board members also discussed key issues included in the numerous exchange-related proposed federal regulations released over the last month. A consultant working for the exchange is developing comments to the proposed rules, with specific focus on Qualified Health Plan criteria, exchange operations, reinsurance, risk corridors and risk-adjustment programs. The exchange has sought input from CHA on the proposals, and CHA continues to work with the exchange while seeking additional input from CHA’s Insurance Market Reform Workgroup in the coming weeks.
