Debby Rogers, RN, oversees legislative and regulatory initiatives for California hospitals related to quality and emergency services.

Prior to joining CHA, she was associate secretary for legislative affairs at the California Health and Human Services Agency where she was responsible for coordinating all legislation within the agency. Debby also spent 10 years with the Legislature as a consultant on health and human services issues. In addition, she has many years of experience as a registered nurse, base hospital coordinator, emergency clinical nurse specialist and nurse manager. Debby was honored for her sustaining contribution to emergency nursing by being inducted as a Fellow in the Academy of Emergency Nursing.

Debby has a bachelor’s degree in nursing from San Jose State University and a master’s degree in emergency/trauma nursing from the University of California, San Francisco.
