Gov. Schwarzenegger’s proposed fiscal year 2010-11 state budget, released Jan. 8, calls for reductions of $2.9 billion to Health and Human Services with $1.1 billion in cuts to Medi-Cal, $950 million to In-Home Support Services and $130 million to the California Work Opportunity and Responsibility to Kids program.
